License for import of radio-electronic means and high-frequency devices
Radio-electronic means and high-frequency devices are restricted to import into the territory of the Eurasian Economic Union (EAEU).
Permits for importation of radio-electronic means and high-frequency devices on the customs territory of EAEU will be required, if the goods are:
- included in Section 2.16 of Annex No. 2 to the Decision of the Board of ECE dated April 21, 2015 No. 30;
- absent in the List of exceptions to licensing
- Radio-electronic means are technical means intended for transmitting and (or) receiving radio waves, consisting of one or more transmitting and (or) receiving devices or a combination of such devices, including auxiliary equipment.
Examples: cell phones, wireless routers, radio stations etc.
- High-frequency devices are the equipment or devices designed to generate and use radio frequency energy for industrial, scientific, medical, household or other purposes, except for applications in the field of telecommunications.
Examples: Microwave ovens, induction devices.
When importing certain types of radio-electronic means or high-frequency devices into the customs territory of the Republic of Kazakhstan, it will be necessary to issue an Import License.
How to get the Import License for radio-electronic means and high-frequency devices?
Registration of a license for goods is a multi-stage procedure:
1. Obtaining the Decision of the National Security Committee
A mandatory document for obtaining a license is to provide an Opinion of the National Security Committee of Kazakhstan on whether or not the encryption functions are contained in the product.
2. Registration of notification
If the product contains encryption functions and the National Security Committee concludes in its Decision that the registration of notification is required, then before submitting documents for a license, you will have to go through the Notification registration procedure.
3. Obtaining a Decision on the attribution (non-attribution) of the goods to the radio-electronic means and/or high-frequency devices
Another mandatory document for issuing a license is a conclusion of the competent authority on a classification (non classification) of the imported goods as the radio-electronic means and high-frequency devices. The authorized body must first conduct an examination and determine that the goods really belong to the radio-electronic means and/or high-frequency devices, and an Import License is required.
4. Issue of a TR EAEU Declaration or Certificate of compliance
When applying for a license, you must provide a copy of the Declaration or Certificate of conformity with the technical regulations of the EAEU. The document of conformity can be issued for a batch of goods (one-time supply), on a serial products for a period of one to five years or for a single products.
5. Obtaining of a license
To obtain a License, you must submit the following documents:
- Application for a License;
- A copy of the contract (with annexes, additions to it);
- A copy of the Decision of the National Security Committee;
- A copy of the Decision on the assignment (not assignment) of the goods to the radio-electronic means and high-frequency devices;
- A Copy of the Notification;
- A copy of the Certificate or Declaration of Conformity;
- Information about payment of the state fee.
