Certificate of Conformity to the requirements of the Technical Regulations of the Eurasian Economic Union (TR EAEU)
Certificate of Conformity to the Technical Regulation of the Eurasian Economic Union (TR EAEU Certificate, Certificate of conformity) is the official document, confirming that the products comply to all obligatory requirements of quality and safety established in the Technical Regulations.
Certificate of conformity is required for the import of goods, as well as for their trade and use on the territory of the EAEU member countries (Kazakhstan, Armenia, Belarus, Kyrgyzstan, Russia).
Certificate is valid on the territory of all EAEU countries, regardless of the country in which it was issued.
Which goods are subject to certification?
The general list of categories of goods for which a TR EAEU Certificate or Declaration required is established by the Decision of the Customs Union No. 526 dated 28.11.2011.
Each technical regulation contains a section “Scope of application” specifying the products to which it applies. In addition, the Eurasian Economic Commission makes separate decisions with lists of products requiring the provision of a TR EAEU Certificate or Declaration when importing.
At the moment more than 40 Technical Regulations are adopted.
Whether a particular product falls under mandatory certification depends on many factors, in particular:
- product characteristics;
- its purpose and scope of application;
- HS Code.
How to issue a Certificate?
The Certificate of Conformity can be issued for a batch of goods (one-time delivery), for a series products for a period from one to five years or for a single product.
When issuing a Certificate of Conformity, it may be necessary to test samples of goods, visit of experts to a product's manufacturing, and certify the manufacturer's quality management system. The exact option for providing evidence is based on the chosen certification scheme.
All issued Certificates of Conformity are registered and published in the Register.
Applicants
The Certificate of Conformity can only be issued on the name of legal entity or individual entrepreneur of the EAEU member state. A manufacturer or supplier can be applicant, as well as importer on the basis of an agreement of an authorized representative office of a foreign manufacturer.
